Given that we've used home-made antennae and sub-100mW cards to make solid
connections over 6 or so miles, and usable connections over 9 miles, I'd say
it can be done.  Whether it will be useful is another issue.

I'd offer to be the other end of the link, but I'm several miles NW of
downtown, and I can't see the Plateau at all.

FWIW, when I first joined the list, 4 or so years ago, and the list was much
more active, I was never able to find an in-town partner for a similar
experiment.
