Verizon DSL question

This won't solve your line noise problem, but couldn't you remotely
login over the DSL connection instead of dialing up?  With modern VPN
software your connection should be quite secure.  The only other
solution I see would be to call Verizon and complain, but I sort of
doubt they'll be in a big hurry to fix your problem since they're
already getting your money for the DSL service.
