Generally speaking cellular sites do not have generator backup.  The
exceptions might key "hub" sites.  

Verizon's cell site that covers the area around 405 and ne 76th st (near
Denny's) either lost power or was severly degraded so as to drop calls in
that area.  They were pretty much back on Thursday.  That being said, my
Verizon EVDO card kept me in contact throughout the disaster virtually
everywhere else.

On an aside, I don't think Clearwire's sites are backed up with generator
either.
