Too little maybe too late.  It'll open things up a bit and lead to
some new interest but we amateurs need to enbrace modern technologies
and push for relevant regulations and that's just not happening.

My litmus test is the typical Jr High school computer kid.   When we
can make it interesting and attractive to "her", then we have a
chance.  6 MHz legacy TV channels and 200 bits per second data on
shortwave channels isn't going to do it but that's the focus these
days.

The satellite stuff and software defined radio development is doing
some cool work.  There's always hope.
