The R-type FCC Commissioners probably got the idea from watching their boss,
Shrub himself, issue 700+ -- and counting -- so-called "signing statements",
in which he signs a bill into law, but states that, at least in part, he
does not intend to enforce it -- in fact, he directs the Executive branch
not to do so. Not what they taught you in high school civics class, is it?
Well, from the Nixon "Plumbers" to Regan's Iran-Contra affair to Terry
Atwater's program of character assassination to the Shrub/Rove/Cheney axis's
own perfidy on so many counts, I guess the Commissioners come by their
ethical bankruptcy "honestly" :-P

Subject: [CYBERTEL] Kevin Martin to ATT - don't worry we will enforce
nothing -
why C & A should investigate ATT under C.F. R. Sec. 1.17
How many people here have read the Martin Tate comment on the merger
approval?
http://hraunfoss.fcc.gov/edocs_public/attachmatch/DOC-269281A1.pdf
The ones where they said to ATT, "Don't worry, we will not enforce your NN
concessions!"?!? I think this is a huge part of this story going as yet
undiscovered. Copps and Adelstein need to refuse to allow a written order
to
finalize this.
Copps and Adelstein Should Investigate ATT under 47 C.F.R. Sec. 1 .17

Thanks to Scott McCollough for suggesting the above strategy.
