Google TiSP: a new approach to muni WiFi

This is funny but it is also an out-cropping of frustration Google, 
Earthlink (often tied together in contracts) have had in pursuing municipal 
WiFi.  Google has teamed with Earthlink to pursue city-wide contracts in San 
Francisco and several other cities, often to find the terms of the deals 
less desirable than anticipated.  And sometimes they 'do the deal' with one 
administration only to find that a newly elected administration comes in to 
change the nature of the agreements.  This has been the situation in San 
Francisco: Earthlink-Google thought they had an agreement, the prior admin 
had announced the award. But the new city council has wanted to change the 
terms or go out again for bids.

In cities that have moved forward, achieving coverage has been more 
difficult than planned.  This is pushing some equipment suppliers to shift 
to 802.11n from 802.11g for customer links
while using 802.11a or proprietary systems such as Motorola's Canopy or 
Alvarion's various systems for backhaul.
