SF WiFi: Mayor loses vote on EarthLink Google WiFiinitiative

Sounds like google FON (semi user based) is getting some traction, although I have heard just the opposite as well.  I know that ISPs really hate others using their bandwidth for any reason which is a fundamental issue.

IMHO a wireless WAN network of any type requires lots of cash to setup and run.  Cash is what can get the networks to the tipping point and beyond.  Seattlewireless has had great ideas and laid the foundation for most of the for profit or not-for-profit (e.g. boston) muni networks out there, but without that cash it is really, really tough to impossible.
